"As expected, 2024 remains on track to see the new BEV passenger car market finish the year with no growth at 1.93 million new units, corresponding to a minor fall of 25,000 units over the previous year (1.96 million) or 0.2 percentage points penetration contraction to 16.7% share. Germany was the main negative contributor, with almost 150,000 fewer BEVs entering its roads in 2024. The market, which lost its top BEV volume position to the UK in 2024, we now know, is at the lower point of a cyclical cycle due to various purchase subsidies being removed in both 2022 and 2023. However, it is expected to return strongly in 2025, as lease contracts expire from the high-volume historical volumes in 2022 and 2023. We forecast a flat market in 2024 since the first edition of our study in 2019; with the key EU CO2 regulations being updated in 2025, we expected volumes to be partially held back until 2025, when more BEVs are required to meet new EU CO2 targets falling by 15% to an average of 93.6g/km. The market will witness a host of key lower-priced BEV models hit the market in 2025, helping the market to return to growth, reaching 22.2% BEV mix in 2025."
