The Western European new BEV car market has now surpassed 20% share of all new passenger car registrations this year and is closer to one-third (30.5%) of the region, including PHEVs. The BEV boost over the past few months has been predominantly driven by the return of subsidy schemes across Italy and France. BEV penetration is set to end the year at 21.1% market share, which is only 0.3ppts below our forecast at the start of the year.

OEMs demonstrating weak price discipline across BEV models in order to lower CO2 fleet averages have been a fundamental catalyst to the market, driving BEV growth. However, we still expect key manufacturers such as Volkswagen Group to have missed their 2025 EU regulatory targets, with the omission of "CO2 fleet average" mentions from the first full year delivery results press releases so far being notable, with the exception of BMW Group. However, thanks to the banking and borrowing flexibility, OEMs can make up that shortfall over the next two years, thus limiting the use of regulatory credits, which we originally expected at the start of the year, prior to the banking and borrowing regulatory change…
